Lucerne sits in a bowl of mountains at the northern end of Lake Lucerne, which means it gets more cloud cover and precipitation than you might expect from a Swiss city at roughly 434 meters above sea level. The surrounding Alps trap moisture coming in from the west and south, and the lake itself moderates temperatures enough that winters rarely turn brutal. But also keeps summers from ever getting hot. You're looking at a classic Central European temperate climate with four distinct seasons, no dry season to speak of, and a particular tendency toward heavy spring and summer rainfall that gives the region its famous lushness. The wettest months cluster between May and August, when the lake and the Alpine ridges combine to pull in moisture-laden air. This is peak tourist season. Rain arrives in afternoon thunderstorms. Mornings stay clear. Winter brings cold, damp conditions with the real possibility of fog sitting over the lake for days on end, in November and December when a phenomenon the Swiss call Hochnebel (high fog) can keep the valley floor grey while the mountain peaks above 1,000 meters bask in winter sunshine. This is worth knowing before you book. The clearest, most settled weather in Lucerne tends to arrive in September and October, once the summer convective storms taper off but before the autumn fog season sets in. Spring is a mixed affair. March and April can deliver glorious days punctuated by cold snaps and rain, and the mountains hold snow well into May. If you find yourself wondering why Lucerne looks so impossibly green in photographs, it's because all that summer rainfall earns it.

For beach and lake relaxation, July and August are the obvious choices. The water in Lake Lucerne warms enough for swimming, the lakeside lidos and paddleboat rentals are in full swing, and you'll have long evenings to enjoy on the waterfront. Expect the city to be busy and accommodation prices to reflect that.
Cultural
For cultural exploration, May and September both work well. May gives you the music festival season warming up, the Old Town looking its best as flowers come out, and reasonable crowd levels before the summer rush. September means the summer hordes have thinned, temperatures are pleasant at around 19°C (67°F), and the lake takes on an almost theatrical quality in the softer autumn light.
Adventure
For adventure and hiking, June and September are the sweet spot. June gets you long daylight hours and the Alpine meadows at their greenest, with most mountain lifts running. Some high routes may still have snow. September offers drier, more stable weather than midsummer, with the added bonus of autumn colours beginning on the lower slopes around Pilatus and Rigi.
Budget
For budget travel, November through March represents the off-season, with lower hotel rates and far fewer tour groups clogging the Chapel Bridge. You'll earn those savings with cold, often foggy conditions, but Lucerne's Christmas markets in December offer genuine atmosphere, and skiing day trips from the city become possible.
